Send email to client on Publish

As a Propoze user, when I publish a proposal an email would be delivered to them notifying that the proposal is ready for their review and acceptance.

There should be an intermediate step between publishing and sending the email to allow me to customize the message to the client.

This could be handled potentially through a 3rd party tool like SendGrid, Postmark, Amazon SES, or other provider.
